Too much air?

I removed air filter and after reinstallation will not idle. Starts and runs with choke. There is a plastic/robber piece for the front of the air filter that was already damaged, but fits tightly not in the least. It just bounces around in there. I made a gasket so to speak from foam filter material. No effect. It was ok before I first removed filter. Thank you.

It seems all that is there is as tight and secure as it gets. Am I missing something . Thank you.

The round piece is shown as a separate piece but part of the air filter on parts diagrams
