Changed tire. Did not mess with hub as it had brand new pads. I don't get it. Brake functions well with finger pressure. I didn't adjust anything. Thank you.
 
Your problem is how you put the brake cable back in the boss on the backing plate. Pull the rubber boot (blue circle) back and slip that part of the cable into the boss (arrow).

Yes thanks I have the pieces. On the photo one can see that the rubber boot is pushed back from the metal head. You can see that it is metal against metal. Thank you for your replies. I'm dumbfounded.

Yes. As I tried to describe earlier, you pull back the rubber boot and slip the ferrule-shaped end of the metal outer (at the end of the outer cable itself) into the back of the mounting boss (slipping the inner cable through the slot cut in it for that purpose).

Edit: here's a crappy picture of another model that uses the same style cable.
