1976 Honda CB125S plug fouled within 5 minutes

Trying to set my idle speed and air screw on my keihin carb, but cannot before the bike dies, will start up again once, and rather poorly. Checked the spark plug ultiple times with multiple plugs and they have a large amount of carbon build up each time. Does anyone have a cb125s, and are willing to tell me the screw settings they have?
I am just trying to set the idle, it will ride, but will usually die once i come to a stop.
 
Have you been in the carb at all? If it was rebuilt in the past, maybe one of the jets is loose in the float bowl, wouldn't be the first time.
 
If the headers don't get hot then even with spark there is no combustion. Timing may be off. Eliminate timing problems before carb tuning, if possible.
