With the pinch bolt tightened is there any gap left in the split where it tightens on the shaft? Shaft or kick arm may be damaged, post some photos of it disassembled.
Does the pinch bolt have a shank that is too long and is bottoming out before it really tightens on the shaft? Try a pinch bolt that is threaded all the way to the head in that case.

Are we sure it's moving on the spindle as opposed to a bit of movement to the spindle itself?
Check for free play with the kicker removed.

If the pinch bolt isn't tight enough, or if there is wear on the splines inside the kickstart lever or on the splines of the shaft, then the movement could be caused by the lever not completely tightening on the shaft. However, the end play limiter for the shaft is the shouldered bolt inside the bottom end that retains the shaft in the lower case, and if the bolt or the shaft has excess wear it would allow more end play movement. So you need to determine if the joint of the kickstart lever is completely tight on the shaft and as stl360+450 mentions above, check the shaft for end play separately.

Luckily the shaft itself has very very little play. The kind of play you can't feel, just hear.
There is enough gap when the bolt is tightened on the spindle. It's asking a lot of strength to tighten the bolt, I'm afraid of breaking something if I tighten more.

On the third photo, bolt is hand screwed.

Your entire situation looks normal, so it would be interesting to see the condition of the splines on the shaft. If they're in good shape, I'd advise just trying to tighten it more. It's an m8 bolt so it's a lot stronger than the puny m6 bolt in the smaller twins' kickstart levers.

According to my manual, that should be an 8 x 32mm bolt, which should be torqued to 13-20 lb-ft. If you don't have one, you may be able to borrow or rent a torque wrench from an auto parts store.
Keep it tight to protect those splines.
