Keihin 3D carb questions

First of all; what is that rubber 'bung' for beneath the slow speed jet? Second; where does the fuel come from to those two tiny side-by-side holes in the mouth of the carb behind the butterfly valve? How do you clean them out to make sure they're not clogged.

The rubber plug seals the entry for the slow/idle jet so fuel is drawn thru the Primary Main in a controlled fashion. Without the plug the mixture will be excessively rich.
